Whip the cream
- Using a stand mixer, whip the heavy cream to stiff peaks, about 7-10 minutes, until it holds clear ridges. Visual cue: the peak stands upright when you lift the beaters.
Make the blue base
- In a bowl, whisk together sweetened condensed milk, vanilla extract, almond extract, blue food coloring, and salt until vibrantly blue, about 2-3 minutes. Visual cue: the color should be uniform with no streaks.
Combine
- Gently fold the condensed milk mixture into the whipped cream until just combined, about 1-2 minutes. Visual cue: streaks disappear but the mousse stays light and airy.
Add cookies
- Fold in the crushed Oreo cookies and the crumbled chocolate chip cookies until evenly distributed, about 30-60 seconds. Visual cue: blue base marbles with visible cookie pieces.
Freeze
- Transfer the mixture to a 9x5 loaf pan and smooth the top. Visual cue: the surface looks level before freezing.
- Freeze at least 6 hours or overnight until firm, checking after 6 hours; no oven or stovetop cooking is needed. Visual cue: the ice cream slices cleanly when you press the surface.
Notes
For the brightest blue, add blue food coloring gradually until it looks electric before folding—overmixing can deflate the whipped texture. Store covered in the freezer up to 2 months; thaw in the fridge 10 minutes for easier scooping. Freezing is recommended (no-churn, so it won’t re-freeze well if left to melt). For a less sweet option, use reduced-sugar condensed milk if available (texture may be slightly softer).
